Is there any laws that require a person to carry ID on them at all times (i.e. not driving)?

What state are you in and what type of ID are you speaking of?

Sorry about that. I am refering to the state of Illinois. I mean can you walk around with no ID(License, State ID, etc.)?

Oh I see what you mean. Well, not a smart thing to do, in case something bad happens, but I am assuming yes. I have never heard of the absolute duty to carry ID unless you are driving, etc. Read through these links to see if there is a duty:
