What is the name of your state (only U.S. law)? NY

Good Morning everyone,

I've recently had a family member killed by an American (NYer), while they travel to another country. The person was initially arrested in the foreign country but ultimately let go, and that person returned back to NY. Is there any law that will abide that person to face the justice system here in NY? The person that was killed was also a NY resident and a US citizen.

Thank you for responding. Just wish there was some legal recourse to have her pay. Can she be extradited?
Extradited, for what, the other country let her go. Obviously they felt there was not enough evidence to charge her.

They arrested her family members and they're currently taking the blame, but she helped plan it. She was suppose to stay in the country to serve as a witness to the incident, but fled.

Since the person is in New York and the state would have personal jurisdiction over them, sue the person. Have the deceased's estate sue them too. If there is a spouse, they can sue for loss of consortium.

Thank you for your response! But on what basis? Can you be a bit more specific? Like a civil wrongful death suit? Sorry, i'm a newbie and this is all very personal and emotional.
