Is it possible to get a restraining order against someone if they don't pose a physical threat to you?

As son of slam said -- yes, for mental it's possible (but not common). Do you care to explain what reason you want one?
If the person is incarcerated, it will be very difficult to get one BECAUSE they are not posing a direct threat to you. If they were violent to you prior to incarceration, you can request one prior to their release and SOMETIMES be granted one. But normally -- the person has to pose a threat to you.
