retail theft no arrest

What is the name of your state (only U.S. law)? PA
2 people i know were caught for retail theft. neither were arrested. one stole under 25.00 the other under 75.00. The police said since it was the first time for both of them there was nothing they could do and left it to the store to handle.
the store gave them both a copy of PA code and said they "would recieve a civil demand letter in the mail from Florida in 7 to 10 days for 150 dollars. pay it and agree to what it states and all will be fine."
If they do this have they satisfied their debt for wrong doing or is there going to be more to this than meets the eye?
they are concerned because one of them wants to finish their college education and they have researched this and found that if they are charged with retail theft (which it sounds like they havent been at this point) that this may prevent them from receiving consideration for that along with possible issues with renting, employment, etc. but for a first time of being stupid? all goes down the drain?
If they were going to be charged wouldnt they already know this before they left the store? or is it like accidents and toll both violations and you can now recieve them in the mail at a later point in time? thank you for your time

The store will not press charges if you promptly pay the fine. This is standard procedure for low value retail theft.
