What is the name of your state (only U.S. law)? Maryland

Daughter is 17 and is dating someone who is 30. Am i allowed to get a retraining order even if the age of consent is 16? He hasn't done anything harmful, I just think he is too old.

Unless you can articulate that he is somehow a physical threat to your daughter, it may not be possible. If you can show that he is encouraging your daughter to disobey you in some way or to engage in delinquent acts such as truancy, running away, drinking, etc. then you may have a case ... provided MD has an avenue to obtain these orders in family matters.
