What if any legal action do I have now?

My elderly neighbor has been "hugging" me since I was young. I am now 21 yrs old, and his "hugging" me made me very uncomfortable. My father has asked this man to stop touching me, which his response was that "I didn't mean anything by it". He has stopped, but now when I drive by or am outside he just "stares at me" which makes me feel just as creepy.
Is there any action I can take to stop this behavior?

I am not aware of any anti staring laws. Unless of course, he is staring in your window or something. Yes, creepy, especially the hugging. Your parents should have put a stop to that LONG ago.
