What is the name of your state? Arizona

I was charged with shoplifting and had the court date today, I pleaded guilty and the judge said she would not let me do that because there was no police report filed and that meant there was no evidence. So now they set me another court date with the county attorney for a trial. Do I need a lawyer? If I was only given a citation and not arrested, would they have filed a police report? Can I be convicted with no police report? Will my fine be higher since this is a hearing? Please Help!!

I never heard of a judge saying you could not plead guilty. Maybe you'll get a legal response here.
