Could someone explain the term "statue of limitations" and whether it varies between states.

I am not a lawyer but the statute of limitations means the time in which a crime can be prosecuted. It not only varies from state to state but also according to what the crime is. The only exception to this that I know of is in the case of murder. There is no limitation to the time in which this crime can be prosecuted.
