A police officer signed a complaint for another person for a misdemeanor telephone harassment charge. It has been many months and the complaining person has never signed a complaint but am told he wants to continue with the case. Doesn't the person complaining have to sign the complaint (not the officer)??? thanks

A citizen complained to the police that I was making harassing phone calls to him. the citizen gave the police a tape that is not very clear with alot of static for one phone call. I received a complaint signed by the police officer, not the citizen and was charged with a misdemeanor. Doesn't the citizen have to sign the complaint?
