What is the name of your state? Texas

Is there any way of obtaining my husbands court transcripts in Texas if he is incarcerated?
We requested them and received a reply stating 552.028 (a) A governmental body is not required to accept or comply with a request for information from: (1) an individual who is imprisoned or confined in a correctional facility; or (2) an agent of that individual, other than that individual's attorney when the attorney is requesting information that is subject to disclosure under this chapter.

Any way we can get them or are we at a dead end?

You can only get them as is stated in bold above.

Use an attorney.
