can someone cut branches off trees that are on another persons property without the owners permission? while the owner is not home. and not even comfront the owner first?

If the tree braches are located entirely on the property where the three is located, then no. However, if the branches are growing so as to cross the property boundry and 'invades' the property of another, then yes.

If the tree AND the branches are entirely located on the same property NOT owned by the trimmer, then it is tresspassing and destruction of private property.

An exception to this would be if the trees were or could could be construed as an obstruction to utility lines. If the tree and limbs is all on your property but the limbs are growing into utility lines, they have certain rights to allow them to cut. What was the reasoning given to you when you asked? What are the circumstances?

Also, you cannot harm the tree. If your trimming was to injure or kill the tree, you could be held liable for the replacement cost. I read an article recently that a 35 year old maple tree was sold for $100,000 and that was considered a bargain.
