What is the name of your state (only U.S. law)? Michigan, is it still unlawful use of vehicle, if the vehicle in question is registered to both parties? One is told they can use the vehicle for till he can acquire another means of transportation, then the other out of spite calls and reports the vehicle stolen.

The registered owner of a vehicle is allowed to use his/her own vehicle.

The reported can be charged with filing a false police report, depending on the actual circumstances.
