An individual (who has admitted he does it as a joke) has given our family's personal information to companies who in turn have sent us countless mailings and have even gone so far as to call us soliciting our business. This is most frequently aimed at my sons, ages 14, 15, and 18 years. Is what he's doing illegal? Can he be prosecuted? What are our rights and who do we contact about stopping him?

I doubt this conduct is actionable but I do know that there's some address or company that you can write to in order to get your name off junk mailing lists. Ask your local postal carrier or post office for that name/business.
