| Did the state put a block in the federal database to keep you from getting a passport issued? If not, you shouldn't have a problem. Felons aren't automatically barred from getting passports and generally states won't block you if you're no longer on probation/parole.
A stayed sentence should have restored your voting rights (and if not the expiration of the probation should have). You may have to petition the court for a discharge. For permission to carry a firearm, you have to explicitly petition a state court to get.
