What is the name of your state? Massachusetts

The sexually abused lives in Worcester County. Was sexually abused by someone in Worcester County also. DSs was called from Worcester County, they closed case. There is a DA who is charging this person, and he is out of NorthHampton which is in Franklin County and we are all confused as to why??? Any suggestions?
