What is the name of your state (only U.S. law)? North Carolina

Yesterday my wife got an unsolicited message on her phone. Advertising again. So I began to delete all her mail since we only use voice and voice mail. In the deletion process I found 2 photographs of very disgusting porn. Evidently sent in error to my wife instead of an unknown party. The phone # it came from was unknown to either her or myself.

The question arises: When does it become illegal to send disturbing garbage to a cell phone? What if, inadvertantly, a disgusting porn photo went to a 10 or 12 year old (your own son or daughter) by mistake? Is there any protection against this kind of activity or is it "just the world we live in today?" If I am target practicing and someone get shot inadvertantly and I not liable? How is that different from a garbage message going to a wrong phone number? Shouldn't the sender or the carrier do more to protect against this kind of abuse of technology?
