City Council Selective enforcement?

I am in California and would Like to know if a City Council passes an Ordinance giving a group of companies some added rights in there zone and on the night of the 2nd reading it passed tells city staff that they don’t need to wait the 30 days for the Ordinance to go into effect and they can start enjoying this benefit immediately.


Can they do that or would this be Selective enforcement?

Enforcement of most regulations is discretionary. If the city does not want to enforce a particular regulation and it is not one that they are required by law to act upon (and there are few of those, and none that leap to mind with regards to ordinances a city might adopt), then they can choose to disregard any violations.

It might be preferential treatment, but it's not specifically unlawful.
