What is the name of your state? Pike Co., Pennsylvania

Pike County has a large collection of new and old LEXIS-Nexis / Mathew Bender CD-ROM's.

They allow access to US Circuit, Supreme and Pennsylvania Higher court decisions through the ages since 1781, mostly for inmates at the Pike County Correctional Facility Law Library [MS Windows 2000].

Question: how should I petition the [county? Supreme?] court to turn over the older versions to the Milford, PA public library?

Primary argument: Any pro se litigant in a criminal proceeding without these types of legal resources is at a huge disadvantage in an adversarial system in which the other sides has them.

LexisNexus is a for profit company and places restrictions on it's products, even old copies.

Not true. The litigant can purchase the product from LexisNexus or use the Freedom of Information Act to obtain the information needed.
