Monopoly on sales

What is the name of your state (only U.S. law)? Texas
Can a School put restrictions on sales of mums. Stating that you can only wear the mums if you have bought them from the school? They did not send a note home to parents, but made an anouncment to the students. Parents had already bought from stores or like me made them on there own. Is this legal?What is the name of your state (only U.S. law)?
