What is the name of your state (only U.S. law)? Indiana is the state.
Does the prosicutors office have to extend the same respect to me when I have file and been granted my appearance as Pro-Se. I am only wanting to discuss the options of a motion I am filing to modify a no contact order to exclude only the witness who is the mother of my children for the pupose of my visitations... the prosicutor admitted he would talk to a attorney but not me... am I correct in my thinking that I am to be treated the same?

You are being treated the same. Except for meet and confer requirements, the prosecutor does not have to meet with the other side if he chooses not to.

Here he chooses not to.

even if the only issue is just the phone conferance to discuss possible agreement to a filing of a motion to modify so not to take up extra court time on matters thaa could be solved between us... Attorneys do plea agreements every day. and I have already done my time and have nothing to give if I lose like stated it is a simple De novo so wouldnt it look better on the prosicution to talk to me and settle this before it goes to court yet for the second time?

You may use whatever charm or arguments you have to convince the prosecutor to talk with you.

Except for certain circumstances not related to your purpose, he doesn't have to talk or listen to you outside of court.
