Thanks for taking the time to read my question.

The director of my town's recreation department in charge of overseeing the distribution of permits for use of town ballfields directly benefits from one of the major groups he gives permits to. It's a third party softball league. They have three seasons a year and have total access and control of the fields he lets them use. After work most nights a week, he goes to the fields and umpires the softball games for them. He's been doing this for over a decade, making over $7,000 a year in cash. Is this not a conflict of interest?
