Sewer bill 3 years late

What is the name of your state (only U.S. law)? California,

We received a sewage bill from the city(Modesto) stating that we haven't been billed since we moved in back in 2009 and that we owe $500+. We just contacted the city of Waterford, where we live, and found out the city of Modesto, which does the billing, made an error and hadn't billed a number of people. So, my question is are we responsible for the bill? We have no issue with paying a monthly bill but 3 years of not billing and then billing us $500+ because of a error on their behalf?

Not to belabor the obvious here, but did you receive and/or use the 3 years of sewer service that you have not (yet) paid for?

If you used the sewer services, then of course you owe the bill. (Or do you think just because they failed to bill you earlier that it would be FREE?)

Of course, since they took 3 years to get around to billing you, then they should be willing to at least consider a payment plan of sorts to cover the invoice.
