Special assessments

What is the name of your state (only U.S. law)? Wisconsin

The city I live in is trying to levy a special assessment on my property, because during a recent replacement of a stormwater line they had to remove and replace my sidewalk. Can they bill me for this? the sidewalk was in good repair.
