in Texas there are taxing districts that are basically their own little governments and as such they have to follow governmental laws. Right?
Lets say a person was named a C-level with one of those organizations as an Independent contractor and then that person began using their own organization to preform services for that taxing body and billing the taxing body for those services ... would that pass the smell test?

Are you trying to say that the person was either an elected official or employee of the taxing district and then also had a business that did work for the taxing district?

If so, it would pass the smell test if the business properly bid on the work and was the most competitive bid. It might not pass the smell test if there was not a proper bidding process and there were other local competitors available.
