What is the name of your state (only U.S. law)? California

My city, Manhattan Beach, charges a $30 annual residential burgler alarm fee. The penalty for late payments is $190. I paid late. I don't argue that I should pay a late fee, but a 600% late fee seems usurious. Is there any precendent for it being illegal for a municipality to charge usurious late fees?What is the name of your state (only U.S. law)?
