complaint against "City"

Iowa
I discovered that documents of file at City hall have been altered. Also the city clerk admitted to editing a nuisance ordinance, adding a sentence directed to me individually. If I filed a small claims complaint what would I base my complaint of. Harrassment, Fraud, ?

Small claims court is for actual monetary damages only. Unless you can go into SC court and prove you suffered X amount of financial loss do to your claim, forget small claims court. You will have to sue in a higher court and you would likely required the services of an attorney.

What documents are you referring to?

As in the the city clerk is taking it upon him/herself to enact city laws? Was you're name specifically mentioned in this ordinance, or did this revised law refer to you, your lifestyle or your property in some way that makes it obvious it is singling you out from the rest of the city's population?

As was posted, small claims court may not be the direction to take you're case. However, you should post more detailed information, in order to determine which court would best suit your needs, if any at all.
How have you been damaged as a result of these altered documents? Can you show actual monetary losses directly attributable to the altering of the documents?
