Hair fell out after using hair conditioner

My sister (18 y.o) bought a hair conditioning at ROSS, when she applied it, within 10 minutes it started to burn really hard and she washed it off and right away, most of her hair fell out! (on the bottle it says 15 minutes). A hair conditioner does not make your hair to fall out, i am guessing it is some kind of fake product (could be imported from China or elsewhere).

What should we do? Can we suit the store? My sister won't stop crying, her hair was long and beatifull

Any photographs (before and after)? Did she go to hospital or doctor? Did she keep the bottle of conditioner for possible analysis? Ddi she contact the store and the manufacturer of the conditioner?

If she wants to make a case I suggest she stop crying.
