Injured at Equestrian Event - Is anybody Liable?

What is the name of your state? Tennessee

While attending a 4-H horse show in TN, my wife was injured by a runaway horse.

She was in the Stall Barn helping our daughter get her horse ready for the show. The runaway horse came running and bucking down the barn aisle and ran into my daughter's pony causing my wife to fall to the ground. The runaway horse then trampled my wife's leg. She was taken to the local hospital via ambulance and received treatment. She will be under a Dr's care for a while and will miss at least 1 week of work.

I know about the TN Equine Liability Law but don't fully understand how it might apply in this instance. CAn the owner of the runaway horse be held liable for the damages?
