legal obligation to maintain road

What is the name of your state?pennsylvania Does a boro have the legal right to maintain a road in the community - our road is a mess , people have fallen, children have broken arms ,concussions due to poor road conditions and still our boro says they have no money to fix it but yet they pave alleys - do we have any legal action if they continue to collect our tax money but refuse to fix our road - this has gone on for 9 years - thanks
