Need Advice

What is the name of your state? Texas

85 Year old mother was attacked by 3 dogs in neighbors yard resulting in her death.
Her will named a step-daughter as executor and her son and daughter were not mentioned in the will. Can the son and/or daughter collect on the homeowner's insurance or does the executor only have the right to do so?What is the name of your state?
