Parylised While in County Jail


What is the name of your state (only U.S. law)? California
My brother was arrested on a probation violation in February because he owed a few hundred dollars to the probation department. He was arrested at my mom's house and taken to Twin Towers Los Angeles County Jail. While in custody, within 4 days he was confronted by two inmates who insisted he was a known gang member. He told them he was not the person in question and he was not a "gangbanger" as he showed them he was not tatooed gang style. They proceeded to drop him two floors down, landed on his head, severe his vertebrae and is now paralyzed from the waist down. Does he have a case? Witnesses at the jail stated he simply "jumped". An attorney met with him at the jail hospital. My brother told the attorney he did not want to talk to him about a law suit as he was sure there were cameras viewing this interview. Sure enough once the Attorney left, he was threathened by the guards and mistreated. When he was taken by stretcher to his court hearing for probation violation the judge told him that due to the circumstances his charges were dismissed. He was then released and immediately transferred to USC hospital in Los Angeles. My brother is a Veteran and served his country for over 10 years. Please advise.
