question??

What is the name of your state? NJ
My daughter fell running after a foul ball at her brother's baseball game at a township park, she fell on concrete walkway that had dirt on it. She broke her arm, I went to the municipal to recover only Co-pays for the emergency room and Doctor visits, the township told me they are only responsible if she was hurt while playing the game. Does anyone know if this is correct?

How was the township negligent in causing her injury?
