My family has had a cabin for 50+ years.

Recently the cabin has gone down from one generation to the next. The problem is that it is owned 50:50 by two different families that do not get along at all. One family refuses to pay a penny towards the property in terms of taxes, basic upkeep, etc. They have not even been to this cabin in over 5 years. Are there any legal means to force them to pay their half or force them to sell their half?

Partition lawsuit is the term you are looking for. A judge can order the property sold on the petition of one of the owners and the proceeds split. It takes time and will require a lawyer.

Perhaps a better option if you can negotiate it, is to buy their half share from them (or sell them yours) to terminate the relationship.
