Alley access to property locked gate


What is the name of your state? Califorina

I own a lot and house that has access provided bya city owned alley. For the last 5 years this alley has had a locked gate at both enterances requested by the neighborhood prior to my purchase of the property. This is the only entrance to this property, this property has its own parcel number and pays all taxes and utilities.

Two years ago I petitioned the city to move the gate to the edge of my property to allow access. The gates were locked open and I was told a petition would be made to move the gate infront of my access. I requested this after several neighbors changed the locks to their own personal locks therby dening me access.

I recently learned not only are they requesting reinstatement of the tempoary closure but they decided that as long as I had some ability to access they were not breaking any civil laws.

I contacted an attny who stated if I was very rich and had many years I may win my case if I could find an attny who would fight the city.

Can you tell me what responsibility the government has in providing me access to my property? Thanking you in advance.
