Brotherinlaw Abandons Mortgage

Illinois-custom home with 6 acres-owned by 4 people. Brotherinlaw took off for Canada, and stopped making mortgage payments-almost 1 year ago.My poor parents have been paying prop taxes and mortgage! Sister hasn't filed for divorce-cost. The home is for sale-he refuses to sign quitclaim deed.What can be done?Quiet title action? what would be cost and time to process?What is the name of your state (only U.S. law)?
