Building Codes

We own a house that we currently rent to my husband's parents. The building inspector has came out to the house telling our tenants that we need to upgrade the electrical service on the outside of our house or he is going to shut their electricity off. I have called and left many messages trying to get a permit from him for the work, with no return call. I am trying to find out if my husband can do the repairs on the house himself, because we own it. Or if it has to be liscensed elctrician, because we rent it out. I need to find out how to get a copy of Wisconsin's laws on the matter, can anyone help????
