is it legal to buy a fully paid nha house in manila

we are planning to buy an nha house.. the seller said that it is already fully paid yet they havent still received the tct.. so what we will buy for the meantime is just 'rights' but will be able to claim the tct once available.. is it really safe to rights for now.. tnx
