California: We purchased our property 4 months ago and have been maintaining it. We also put up a fence on the property line. Now neighbor says he's maintained a small part of our property for 8 years (rototilling within a 10 foot PG&E easement and a narrow strip adjoining the front of his house), giving him - he says - ownership, or at least the right to use the property. He wants us to move our fence. He has not paid taxes on the property, has made no prior claim to the property, and has not moved his fence from the propery line.
