I'm in a small town in Delaware. The building inspector told me he peeked through my windows and saw boxes. What he was referring to is boxes for kid's games, not anything construction related.

-Is a building inspector just allowed to look in your windows like that, especially in a bedroom? I rent my place out to families, and would not want someone peeping in on someone like that.

In fact, inspectors are given pretty wide latitude, they could go way beyond peeking through the windows.
