I acually have two questions.

First: How specific does the landlord have to be on returning my security deposit? He deducted money for cleaning. He stated "minimum cleaning bill" and he deducted for as he claimed as a "stolen carpet returned damaged." It was a small peice of carpet that I took, I didn't know he wanted it and I returned it when he ask were it was. It was not damaged. What are the laws for this in Pennsylvania.

Second Question:

I had a two very high water bills. Can I collect the money for faulty maintance on the toliet? The reason there were two is once I recieved the bill a month had passed already. I had the water company come out to check what might be the problem they found nothing wrong but they didn't check the toilets. They told me to put dye in them in check for any leaks. I did that and found a leak on the 3rd floor toliet. It was the same toilet when we moved in the landlord said he had fixed. I found out that the prior tenants had problems with the same toilet. Can I legally collect any money for this off of my landlord?
