can I sue a homeowner association that's not my HOA

I just had a $1400.00 garnishment place on my pay check through my work by a homeowner association in utah through the superior court in utah. I do not own a home in utah never have and have never ever been to utah.
while this is most definitely a mistake on their part can I sue them for liable and the inconvenience cost to me and my reputation especially at my job? I think their lawyers should have done their homework to make sure they had the right John Doe rather than just garnish the first John doe pay check they came across .

I have never been to Utah and I am not a member of this HOA. I live in north carolina.

Dont waste any time , use the links listed above to speak to a atty and get this turned over. If you have no money in the bank I would not add any more to the acct either , pay the 3.00 check cashing fee that one national retailer charges and cash pay checks there and pay bills another way till this is settled.
