can neighbors force a landlord to evict incorrigible tenants?

We have been living next to a family where the two boys 12 and 13 are out of control. There is constant racial slurs, sexual slurs, egg throwing to property, beating up other kids in the neighborhood, other property damage etc. The mother to these children is "slow" and has been in and out of phyc. wards this year. The police is mediating on behalf of the neighbors but the landlord insits that they have rights and can have their lifestyle if it pleases them. ( other families have also complained-9 total)
Is it posssible for us to insits that he evict this out of control family. Here is another problem, they are insisting that it is a racial issue! They are african-american and the neighbors that are complaining range from white, hispanics and yes, even african americans. Our part so far has been to video tape the incidents, call police and write down pin #'s and log everything, unfortanetly not even that documentation has helped us. Can we insists on their eviction?

Have the 9 families get together and hire an attorney to sue the owner and force an eviction. The tenants do have rights but no those kind and not in America.

These folks can be sued directly, of course.

I'm not entirely sure that you can force their LL to evict them. In NYS, where there is criminal activity, the DA can sue to evict.

Talk to their LL and consult the DA. After, you may want to consult local counsel.
