can we prevent city from taking part of our property?

What is the name of your state?
Washington

The area we live in is going through some improvements and one of the plans is to run a road named Fowler (which currently comes to a dead end) so it merges into a freeway offramp (which will eventually be blocked off as an off-ramp). The problem is that the city wants this road to cut over part of our back yard. This is just a line on a map right now and the actual work may not happen for 5 years. There is plenty of dry land not being used between the current end of Fowler and our property and we see no reason why the city needs to go over our property at all. They could just as easily curve a little and do everything without touching our property. We do not want them to go over our property. What is the best thing for us to do to prevent this from happening?
