Changing Legal Description

What is the name of your state (only U.S. law)? California

I have inherited a property who's legal description states the it is located
in city "A". However years ago it was annexed by adjacent city "B". The county accessor
suggested a title company could make the change but a local title company said they would
not do it and doubted that any title company would due to liability issues.

What is the procedure to change the legal description of the property to state that
is located in city "B". Does it require a local attorney. ( I live in, and have been dealing
with, an attrorney located in a county other than where the property in question is.)
