What is the name of your state (only U.S. law)? Minnesota
the city wedged a post in our yard to mark the side of the street for plowing purposes; however, it hit and damaged our sprinkler line - what legal action action can I take to recoup the cost for the damage to our sprinkler line?

If your sprinkler line was in the utility easement, you likely have little or no recourse. It is a hazard you assumed by locating it there.

additionally, unless you have some exceptionally odd system, a couple dollar coupling, or two if you have to patch in a piece of piping and if so, a bit of piping, and a shovel come to a grand total of;

not worth the trouble of even attempting to recoup the costs
