Co-Owning Property

I live in Texas and co-own a 92 acre piece of property (includes a house, barns and tanks) with my late husband's brother. My brother-in-law has consistently refused to pay his share of the utility bills, taxes, etc. over the years. My husband passed away a year ago (his share of the property was left to me) and now I find that I am solely responsible for all bills relating to this property. What are my legal options in this situation?
