combining of two lots

i would like to combine my 2 75x150 lots into one parcel.
it is my understanding that this can be done legally
i have submitted my legal survey and description for township approval.
i live in a planned community called hickory hills in white haven pa
the board has sent me a letter stating that the title 68 real estate laws indicates that i can only do this if it is specically allowed in the covenents of our deeds. nowhere in this document is it either allowed or not allowed. what is my legal recourse?
they have threatened legal action to prevent what state law
says i can do.my motive is to prevent the imposition of fees for two sewer hook ups. one on my home the other on the adjacent property which is not a suitable building lot since it is below grade and usually wet.

**A: if that is your real motive then you just petition the sewer dept. for a waiver. If you are not building on one lot, there should be no sewer hookup fee.

although a waiver may be obtained for the sewer hook up,there is still a ready to serve fee which was imposed by the puc arbitrarily
without regard to the feasibility of building on the lot. this fee is payable monthly and subject to increase annually. no waiver is available. at present there is no sewer pipe to this property, the sewer is grossly overloaded. there is a potential for a building moratorium.
