What is the name of your state? New Jersey.
I am selling a piece of commercial real estate ( apartment building). Does the buyer or the seller pay for the title insurance commitment?

It's the buyers responsibility, it is for his benefit and the benefit of his lender. Of course, you can negotiate anything you want when you make the purchase offer with respect to seller covering some of the costs.
