Who would be responsible for a possible land contamination from a gas station, the landlord or the tennant, i.e., oil company?

CERCLA (Comprehensive Environmental Reclaimation & Land Cleanup Act?) says that the responsible parties include: current owner, past owners, & anyone who dumped toxic waste on the land. L can sue T for the damages, but federal law can hold both of them liable.
