I am trying to buy a house in Lubbock, TX. The realator of the house is also the owner and is from Houston, TX. I wish to use another realator, from Lubbock, to help with the contract. She states that I will have to pay my realator the commission instead of spliting the commission from the initial sale. Any advice anyone can give would be appreciated.

It is always a good idea to have a 'buyer agent' to represent YOUR interest in the sale. You certainly CANNOT assume that she (the seller) will protect you in this transaction.

Just allow for the realtor fee in YOUR offer to purchase. That way, you really won't be paying anything for your protection.
